How to Deal with Problematic Neighbors in the Building

Noisy neighbors: First, try to talk to your neighbors. They may not realize that the noise they’re making is disturbing others. If a direct conversation doesn’t help, suggest a compromise regarding quiet hours. Peace and quiet in the building should be regulated by the Internal Rules adopted by the General Assembly of owners and tenants. These rules can prohibit activities such as music, singing, the use of sound systems, or noisy repairs during certain hours, e.g., from 10:00 PM to 8:00 AM and from 2:00 PM to 4:00 PM. The manager may be authorized to impose a fine of up to 60 BGN for violations. If there is no manager or internal rules in place and it's late at night, and the noise persists despite warnings, the only option is to contact the nearest police station.

Repairs at inappropriate times:

  • Constructive conversation: Explain that the timing of the repairs is disturbing. The neighbors may be unaware of the impact.
  • Understand the reason: If the repairs are urgent, discuss possible ways to adapt.
  • Clarify the building’s rules: Check if the building has specific rules regarding acceptable time frames for repair work.

Neighbors who don’t pay fees:

  • Consult the manager: Inform the building manager and request assistance.
  • Talk directly: If possible, approach the neighbor and ask about the payment delay.
  • Formal action: If reminders are ignored, the manager can issue a written invitation to comply. If the debtor still doesn’t pay, the manager can obtain an enforcement order from the district court based on General Assembly decisions or an approved budget copy.

What to do if a neighbor causes flooding: The building manager should assist in visiting the neighbor to identify the cause. If it’s a shared system issue (e.g., pipe or main line), the cost is shared based on ownership shares. If it’s due to the neighbor’s negligence (e.g., broken drain), they are responsible for the repairs. If no agreement is reached, a civil claim may be filed, and the manager can impose a fine of up to 60 BGN.

General advice:

  • Stay calm: Every problem is easier to solve with patience and a clear mind.
  • Seek mediation: If tensions rise, a mediator can help reach mutually acceptable solutions.
  • Keep communication open: Honest, respectful dialogue with neighbors helps avoid misunderstandings. No matter the situation, diplomacy, patience, and constructive approaches are key to resolving neighbor disputes.
